The whole idea of the Ham Radio examinations is to make sure that you know enough about setting up and using two way radios properly, and so you stay within the power and frequency limits set out by the FCC (or whichever government body manages two-way radios in other – non-US – countries).
You need to learn where the Amateur Radio bands are and understand how radio signals are transmitted. You also need to know how to set up your amateur radio station, including power supplies and antennas… and you have to install everything so it minimizes any chances of upsetting your neighbors with TVI (television interference) or having your signals interfere with other radio transmitters or receivers. It is all set out in many books you can get from the ARRL or maybe even borrow from a library.
